Karen Davila, you're wrong on removing the blame from Gou just because she didn't know who leased her building or to the example you had about an owner of a house in Makati leasing a house. Even in actual case, as an owner, you have to do a due dilligence to verify your potential tenant's background otherwise you won't know if the person is legally able to rent or has the capability to pay. If the Lessee can't pay, who else are you going to blame but yourself for not verifying or doing a background investigation.

She is not trying to remove the blame. she was just asking a question to Dr. Casio, pero nililihis ni Dr Casio ung question. also, she is not for Guo, she is in fact trying to ask relevant questions because our government/judiciary is somehow not competitive enough to action. She is trying to convey and to what extent Dr Casio can answer. like for example, karen asked if he had been inside the POGO in Cavite, hindi xa sinasagot ng directa ni Dr Casion, and she has to repeat the question, and it turned out hindi pa nagpupunta sa loob physically si Dr. Casio. It is easy to say you are monitoring but the fact na hindi ka mismong nagpupunta sa loob, it means you are not really doing your job well. I don't like Karen that much, but for this one, I will give her the point. Kudos to KD.

Since legal pogos did illegal practices like keeping the workers ' passports, our government might as well close all pogos.
PAGCOR, being a regulatory body for POGOs, should have done its job to check & monitor all POGO operations regularly. If it cannot do this due to manpower concerns or whatever reasons, the it shouldn't have granted POGO licenses in the first place.

The PAGCOR should have limited the number of buildings that they could use in their operations and subject to a monthly inspection by the proper authorities. In that case there would be no problems like you encountered nowadays.

They should be Accountable because they were the Forerunners and Operators of the POGO business. Whether they consciously or unconciously knew about it, still they are held accountable.
