Cats don't whaggle their tale when their happy or exited, they only do it when thier anxious stressed or angry (some stuff like this). That was the first thing I learned as a new cat owner some years ago

Actually, a moving tail is typically a sign of agitation in cats. although there are other reasons the tail might move - attempts to balance themselves, or preparing to pounce, for example. Tail movement doesn't tend to indicate positive feelings in the same way it does with dogs.

So it wouldn't be all too unrealistic to say that the Neko Listener adapted the happy tail wagging from their Inu partner.
