You can take a express train to kl sentral from klia airports. Kl sentral would have multiple bus options going to Singapore. Moreover, even if you take direct bus from klia - you will pass buy berjaya or kl sentral because that’s the only route.
Sg arrival card ek process hai registration ka when you arrive sg usse 3 din pehle register krna hota hai. Chahe flight se jaye ya bus se dono case me karna hai. Bus affordable option hai agar budget pe pade to flight bhi le skte hai.

If it doesn’t show price in INR - just use your card that has international transactions enabled to make the payment. I think that should work.
