Ryu has a lot of different meaning in Japanese. Ryu can also meaning like school of, humble. Capcom never offically use the dragon kanji for the Ryu character.

What does it matter? You can't get hype for EVERY single reveal. There are so many characters, people like different things. Most of the fan favorites are already in the game. Sure people will get hype for Rose, Mokoto, E.Ryu, Dudley or whoever. But those characters are more niche favorites. Sakura, Sagat, Akuma, Cody, have more fans. So those reveals seemed more hype.
It was spoiled but it was still a weak announcement. Just one character and no season pass, no new mechanics, no new stages and no new modes. And then they went radio-silent for 7.5 months lol.. just to reveal three more chars. People wanted much more than chars from Season 4, but they ended up getting just that.
Oh cool, another form of Ryu that I will probably have to pay for. I really do wish the fans of Street Fighter would speak out against Capcom about their shady practices and making us pay for everything in this game vs releasing a complete game from the beginning and getting rid of these grindy tactics that total ruin the entire game.
I still have extra 150,000 FM (after getting kage) and I haven't paid for anything beside the game itself. I don't even play much. Just weekly challenge missions and few online match to earn 500-1000fm. Ofcourse I have done all story mode, trails, demonstration, easy-normal survival. People are just lazy and don't want to complete things in game.

"Evil Ryu" being revealed to be Kage was probably the biggest blueball for them.
If you guys don't know kage means shadow in Japanese and Ryu means dragon so it's like shadow dragon

Kage is a relatively low-budget character (with reused assets) so it makes sense for him to be added near the end of the game's life.
