I was worried about that too but surprisingly, I didn't need to. I think because I did a decent layer on the bottom and was careful to not push down the candy to the very bottom.
I mean you technically could, it just might take a lot longer to cure, or it might not cure evenly, or bubbles might get trapped if the layer is thicker. I like to do small layers with resin to ensure it cures all the way through with no issues. For me it's just a "rather be safe, than sorry" kinda thing after having issues in the past pouring thicker layers.

It would deteriorate over time because she didn’t spray the candy with protectant first
If I don’t have a heat gun , could I use a blow dryer ? If so what setting ?
If it gets hot enough to pop the bubbles, sure. I would do as hot as it can go but on low.

After the first layer why couldn’t you just fill it all the way up. Why 3 layers?
