It's optional, they clearly told you that if you don't want the new music or voice lines you can skip the related files. Though I've noticed that he's playing an outdated version of Contra.
You can spawn as many super units as you want in a skirmish if you pick the unlimited super unit build option. This however is not possible in challenge mode, at least not without addons.
It's a game from 2003. I run Generals, ZH and 2 mods on a potato that has problems running War Thunder on minimum graphics without lag. (Haven't tried the really hard AIs where there is a lot of units and buildings though because I'm still a noob).

It's controlled by the super weapon limit.
