It depends upon 'natural frequency' of glass you are using. Certain notes have certain frequencies. First you make note of one tone with empty or less liquid wine glass. Then as you increase or pour liquid into it, the frequency decreases so the notes change.
Also, I didn't use any application. I just did and did and did again and again and again for around 2-3 weeks to understand this for my glasses. You can use guitar tuner that tells the notes I guess.
