A Scalar is a quantity that is completely defined by a single value(magnitude) with an appropriate unit. Eg, mass, length, speed.
A vector is a quantity that is completely defined when we know not only its magnitude but also the direction in which it operates.
Eg. force, acceleration, velocity.

The arrows on a vector represent the sense and not the direction which is given by the angle it subtends with a particular reference line. The initial point is known as the tail and the terminal point as the head of the vector. The video did not explain the unit vectors namely i, j and k.
