The fire didn't run out of oxygen. It got so hot in there his whole body was being convection cooked. His jacket begins to melt by the sheer temperature of the elevator. His body was going into shock.

the 3 pillars of what makes fire burn are Heat, Fuel, and Oxygen. Smothering the fire with clothing and depriving it of oxygen could work if the clothing is not flammable.

The news articles said the windshield wiper liquid in his car was frozen or ran out (other articles say it was the antifreeze), so he went to get the DIY solution (ethanol and water mix) from his apartment . He took the elevator from the 16th floor, did what you can see in the video, managed to get out on the 1st floor. He has burns on 30% of his body but is otherwise OK.
What he should have done (I think) is to place the glass on the ground as far away from the other flames and then try put his jacket on top of the glass lid to smother the flame.

Dude was begging for it at that point. He would've been better off just dropping the jar rather than blowing on it. He burned his hand and still dropped the jar. May as well only burn your legs and dropping the jar early. Plus without that intense pain on your hand you may avoid the Fire and press the button for close floor to get out of the elevator quickly.
