Per user mfa is not free for all m365 plans technically we use it. But as per ms license compliance we need azure p1 or p2

Does the user gets prompt for MFA everytime he logs into the app on which conditional access policy was applied??

If you look in service settings under per user MFA that would still apply and there you can define number of days to skip MFA "Allow users to remember multi-factor authentication on devices they trust
Days before a device must re-authenticate (1-365)"

Per-user MFA will be the tenant wide setting right which can be done wrt O365.
I am planning to configure a conditional access policy where user gets prompt for MFA everytime he opens the O365 application .
So want to know how to configure such setting wrt intune managed mobile
