The prints in Red - are not those prints where the price ticked down from the previous price and not just a sell order? Because, there had to be someone on the end of the trade who was buying, so it could be a buy order too.
Isn't that the market maker buying the position initially and then a slight delay before it processes the purchase on the other side. Could be 5+ seconds on the order book showing the sell first and then following with a delay the buy appears
That's the point. That's the data you need and the speed you need it to predict the movement before the charts reflect it. Learn to read it, and you can see a red or green candle before it forms.

I heard the level 2 on Webull is only Arca orders which is why the data is so cheap. You’re seeing less than a quarter of the true flow

The other response might be correct for the Order Book, but in Time and Sales: Green Highlight = traded above ask, Red Highlight = Traded below bid.
on the time and sales there is one that is shaded in as green. What does that mean? I have also seen them shaded in as red too. Thanks!

The white on the time and sells is when an order is filled between the bid and ask. So the order is filled in the spread
