Totally. I definitely am one of those cachers that enjoys hiding and creating an experience for others more then finding. In 15 years of caching I’ve hidden nearly 300 caches and only found 3000. There is no requirement to hunt or hide but finding them does give you perspective and ideas of hides you could do.
