There's been minsonforamttion on one of the major gaming sites that the Phalanx dead drop is over by the cemetary near the river. I went there twice and lost my letter and tracking beacon. Just finished this mission a day or two ago and I was happy to see that the correct dead drop is the one behind the gas station near the University. Got into a huge gunfight afterwards in that area.

Yeah I believe you could've gone to any dead drop before and it counted, but they fixed it in the last update
