The deal with Bush was to limit the number of entities and competition. So there are less companies and the few ones that bribed for this to get into place set all the rules and pricess. The attack is so that the prices are no handled with a fixed market but that the prices are regulated by the market itself, bringing more competition and pushing for lower prices. Not this fixed good for nothing (only to lower taxes on the pharma industry) system of today.

Does the provider have the contract with the pharma companies or the provider has the contract with the State Medicaid to receive the discounts?
