I'm sure you've figured it out later, but to clarify things, the second part of this episode starts 26 years after the death of Himmel, six years since Frieren first met Fern, and less then a year after the death of Heiter. Fern is about 15 at this moment, and she's definetely not an elf.
Heiter knew all along there was nothing like that in the grimoire. He tricked Frieren. He got his friend to stick around for years, teaching Fern. Heiter learned from Himmel how to do good for others, and he wasn't going to let his own limitations get in the way of Fern being cared for.
I think the parallel Frieren was making when she said they're the same and Fern loves magic and chose it as a profession was by pointing out that a big part of why they like magic is because of how their magic make the people they love feel. Frieren says she collects "useless" spells because Himmel complimented her for it and her flashback shows all her friends having fun because of the flower field spell she cast, and when she tells Fern that she chose magic instead of giving up on it, she remembers when she was little and she made Heiter smile by making magic glowing butterflies, implying things like that were her main motivation. I mean, for all that she argues she would've been fine learning any skill, it's not like she chose to become a baker or a seamstress because she didn't like magic. So they both value magic not only as a tool to make a living, but by the direct positive impact it has on those around them, especially those they love. Thus, according to Frieren, she and Fern are "the same."
23:40 Fren chose to learn magic because Heiter was happy when Fren show butterfly magic for Heiter, so Fren and Frieren chose magic for the same reason (make other people happy).
I think you suspect Heiter and bad things happening is because that, in so many other Anime that's what would happen, lots of media, not just anime is incredibly cynical these days, shows, movies, books, video games etc.. Don't have happy endings anymore. Anime especially Shonen in the last decade or so has gotten really bleak, lots of bad shit happening just for the sake of it, killing off supposedly important characters for shock value is one of my most disliked tropes of recent times, so I definitely understand peoples questions about the book deciphering.
The fact that Fern seems so worried is because Frieren lives so much that her perception of time is completely different, she could easily spend 10 or 20 years in one place looking for something, but if Fern didn't say anything she would spend her entire youth in just a place without doing anything.
Fern is a human. She was born some time after Himmels death. "Mayve she was in love with Himmel" - How many decades would it take for Frieren to understand the feelings she had were love. Its so bittersweet. "Did she choose magic?" - Yes, Fern herself said it could have been anything.
What do you mean the rock is the remnant of Fern's village? You do know the rock is on another cliff while Fern's village is way down the cliff, and the setting is different aswell, Heither and Fern was living near the holy city while Fern's village was in a dessert biome, and why would Heither make Fern trained on destroying a rock on Fern's destroyed village, that's traumatic for a little girl
