Houston is a small market team. The size of the city doesn't matter, it's the reach of the fanbase. The Astros fanbase is just Houston and the surrounding area. The Rangers are the most popular baseball team in Texas.
Funny that the perception of the Astros is "meh" because baseball is a less cool sport in the 21st century while Spygate where the Pats essentially did the same thing with less effort is a massive scandal. Both gamesmanship IMO just trying to get an upper hand scouting opponents. Corking bats like Sosa did or intentionally trying to hurt players like the Saints did are worse IMO but exposure and popularity tell the story.
