Kind of yes but white cement can be irritating to skin compared to wall putty...but I have seen some people use white cement but for skin safety better to use putty bare hands

No mostly wall putty or white cement aren't food safe you can use natural earthen clay or ceramic but it will need to be baked

I haven't tested it with chalk powder. If you want you can try this with chalk powder , make it in lesser quantity and test it, if it works .

No, white cement doesn't forms a smooth and soft dough, either it feels too wet or too dry, it's really difficult to work with white cement, it got cracks while sculpting.
