You can't use proof of concord kept, you need a "proof of concord well kept". This is because proof of concord kept is unusable where as proof well kept is usable.

When you have more than 1, it just consumes 1 of them.
You can just drop all of them. Then it consumes non of the item, and just pick it back up.
