If you're referring to the Russian money, I think it's for numerous reasons. 1) legally it would set a precedent and affect international law and financial systems. Other countries could do it in the future. 2) Russia could technically ask for it back and have warned against it's spending with economic and political retaliation. 3) The release of large funds like that would destabilise some areas of some economies.

The Russians have adopted a fighting style specifically to avoid huge losses.
That began in 2022 with the Kharkiv and Kherson withdrawals, mistakenly attributed as Ukrainian victories.
Since then they have adopted stand off attrition warfare to cause as many Ukrainian casualties while minimising their own.
It's been a very slow process but it has allowed the Russian forces to build up entirely from volunteers while Ukraine has been ground down, now almost to the point of collapse.
Yes that's their strategy because they really value their men, hence the term "meatgrinder" lol

Those 3 Baltic countries should never, ever been allowed in NATO, they are tiny and add very little to NATO's strength power. I would not want UK soldiers to die protecting them. Poland on the other hand is a very, very welcome addition to NATO and adds a lot. Not every country should be allowed into NATO.
Added together, they are comparable with Finland.
Without the protection of NATO, Russia could have taken them and been closer and more threatening to the rest of Europe.
