for now starfall talent is more usefull than balance. If you targeting the boss / tower only (majority boss is not moving to much) and it make the longest duration than the others spell in the game. if you need clear the mob, why you dont use living bomb instead? Just cost 6 gold For me 'balance' is meh 3 + 6 gold is seriously expensive. And you must cast in a row, you cant cycle a bit coz mechanic same like raptor/arcane blast right? Maybe you can check for us, with 'balance' talent. Can you cast root - cenarion mini - and root again, in a row?
I dunno. I could maybe see some use with thalnos and FD for the roots. Or maybe to spam on enemy core when your garg gets there too kill everything that pops up with starfall talent. it would protect him for a long time. If they don't sheep him
In Siege and Raid, would This spell cycle if your teammate plays Faerie Dragon or this spell? Or it's only self deployed units? Maybe Starfall 25% longer works well in Siege and Raid for big packs where your teammate uses blizzard or root to freeze them and you play Starfall, but still might be overkill.

Old Guardian has shown a good use of 25% talent
saw it. You can use living bomb with burning talent without even going anywhere. it hits for 1/3 of the drakes hp

Definitely a very niche spell at this point but I agree that when Moonglade and the Cenarion family gets released it will have a lot more utility.

I use this spell in PvP with Jaina and faerie dragon. One tank and all spells. It’s surprisingly good imo

Moonfire is going to be very useful in pvp. Think murlock decks and spam meta. Don't sleep on it but I also took resistance first
I went moonfury and resist talent. Starfall does a ton of damage
