When you divide into 4 parts of 2*2 matrix then each part will be a single pixel which is always a separate region because a pixel always follows its property. But when we divide it into 2 parts there might be chance that 2 pixels follow same property and belongs to a region. As a region consisting of 2 pixels is better than 1 pixel because of ease of segmentation, we will divide last matrix in two parts. Thanks

sir why you dint split R24 into two branches (6-2=4) so less than 3 ,it should be splited right ? so totally it will be 15 regions

Then the region (2 elements) which is not satisfying the threshold will be 2 separate regions (of 1 element each) .
