A lot of the Halloween stuff had red tags on them including the Frankenstein cup. I noticed the prices you were saying was the regular price. 😅
Ross uses different color tags for the different departments. The red tag indicates that it's a holiday item. Ross' reduced tags are mostly white with a pink/purple strip at the top. They don't use red tags like Marshalls/TJ Maxx/Homegoods for reduced items.
