All AP and APCR shells auto ricochet at a certain angle. So even if you have 999+ penetration its simply going to bounce off if the angle is too high. This is not the case for HEAT and HE

The best way to pen alot of enemies with ap and he is this way
- go to equipment
- equip the second thing you see in the first slot ( that increases penetrating)
- also equip the second in the second line
