It's actually a really good earlygame strat. He dies multiple times, his life costs nothing, meanwhile your laner gets a huge shutdown which you collect because he gets too confident in his ability and makes risky plays, then you creampie the whole map while your Rammus continues to int everyone, then you collect multiple shutdowns and get really really fed. Profit!

Riot doesnt do IP bans because in asia alot of people play league at PC cafes. Ip banning would mean only one banned persone is required for the entire cafe to be banned, since they all use the same IP.
Yk nobody does this shit because ipv4 address pool is limited? With 98% probability you share the same address with other clients of ur ISP, since you're behind NAT.
That is unless you specifically have paid for a static ip.
