The Antagonist is hard to really gauge since if you've played Hatred, you know he isn't subtle, Dexter's best strategy against The Antagonist is realizing he fits the Code and take him out before he goes on a spree. Dexter is toast if he takes The Antagonist when he's on his spree, and while his name "Is not important" we will give him a name and I think Dexter could piece the puzzle but the clock will be ticking.

As for Michael (GTA not Myers) and Arthur, they're both reasonlably easliy getting killed by Dexter. They're both great in a gunfight, sure, but neither are bright enough to see a Dexter ambush coming, whatsoever. Dexter easily ambushes Mike at his house, and he'd pretty handily ambush Arthur in either period.

Even without Venom, Bamehas consistently given Batman a tough fight, broke Killer Croc's arms, ripped the arms off from an armored soldier, broken down a prison wall and one-shotted Azrael, who beaten Batman in a fight. Even if Dex can inject Bane, Bane would likely resist it or would just break out of that plastic wrapping. Dude was sedated heavily and still was able to break out of bonds that was designed to hold him down. Doc Oxk is interesting, because his body isn't super-tough. Dex definitely can sneak up on him, but if Doc Ock can react just in time - Dexter is screwed, because Doc Ock's tentacles can restrain Spider-Man and consistently tag him in a fight.
Caesar has terminal brain cancer and his guards who frisk the courier are so incompetent that they can leave a fist with a shotgun attached to it on the couriers arm. Dexter would definitely be able to slip whatever he needs to kill caesar. The only question would be if the praetorian guard could stop him. But considering if you do it stealthily, which dexter certainly could, you can off everyone in the tent except caesar and lucius without angering everyone in the tent, I reckon dexter would beat the praetorians by knocking them out agent 47 style
