Its not very clever to give everyone guns because they end up using them. Atleast regulate it harshly. No carrying weapons at all, no excuses. Police and bodyguards excluded. Only transport it from a to b and then you have to lock it up in a safe case and lock it up, seperated from the ammunition. So if a cop sees someone suspicious he just searches his body and when he finds a weapon theyll lock the thug up for a long time. That way you could fight your murder problems but you dont want to. Because you say it wouldnt work even when it does in many other countries.

Don't compare individuals to collective consciences. If everyone had access to nukes tons of crazy people would destroy the world.
