Honestly, the thing about people saying plan Z is actually plan N, i may have something proving this wrong. Plan Z would have to be a large-scale plan if it's his last attempt in the alphabet. Personally, i think enslaving the entirety of bikini bottom feels very large-scale. Also, the Z in Plan Z could stand for "Zombucket" or something like that rather than Neptune. Not to mention all the tabs of plans A through Y are facing the same way as Z.
