joeySSJ3 I'm not an expert but I think Joker ignores (or enjoys) most of the pain inflicted to him, so even though he isn't as skilled as Batman, he can just kinda wash out all the damage inflicted and keep on fighting from awkward positions and situations. Oh and also this depends on the writer: sometimes Joker can hold his own and sometimes Batman owns him as soon as he gets close to Joker.
I agree with the prior statements, and also the Joker fights Batman so often that he's learning how to combat him. He may not be able to beat him, but you fight the same guy enough times and you learn a thing or two.
