At 21:00 we hold back to enter the turning around animation, because walking has a speed cap of 48. So you generally see this happen when we have enough speed that when we hold back we have more than 48 speed. Though in this case it conserves like 0.1 units of speed and is basically pointless

Manipulating the rng of coin drops and enemy locations isn't that bad. I don't know specifically how the rng is determined on a frame by frame basis, but either you can spawn the coins on a different frame or do very slightly different inputs on your route to where ever the coins are going to spawn from. Some games rng is calculated on a pretty rigid schedule where it counts in a predictable patterns regardless of your input and the output is always the same as long as you activate it on the same frame, however sometimes rng is effected through player manipulation, so changing an input can change the sequence even if you get to the location on the same frame as you did on a different rerecord. Basically with the first example, an rng counter will count 1 > 4 > 7 > 2 > 8 > 9 > repeat infinitely with no variation, however with the second example it could go 1 > 4 > 7 > 2 > 8 > 9 in on sequence, however if Mario jumps a frame later or has a slightly different angle it could go 1 > 4 > 5 > 9 > 3 > 2, etc. I fairly certain Mario 64 uses a mixture of both of these rng options, as most games do, and with the sheer amount of outcomes possible for coin drops and enemy behavior I'm fairly certain both of those are determined with option 2, meaning manipulating it optimally isn't all that bad and can be done with brute force.

I don't think machine learning for Mario is outside the realm of possibility. For the Starcraft machine learning project, they had it begin by analyzing human play to create a baseline, I bet a similar thing could be done with Mario to help it get to the point where it can actually find stars, and then let it do the self-teaching thing from there.

Oh and AGI is beyond what we need to ML Mario TAS, we can do that now but it might be segmented. The problem is that the serious researchers don't have Mario TAS at the top of their project list like they should.
