Can you explain the difference between willingness to upgrade and exit? If we are willing to upgrade, does that mean the seat reamins and we wait for upgrade or lose the seat?

AIQ by mcc - so gitam is filled from all india pool. AIQ has 50 % govt college seats & gitam deemed.. and no private college seats are given AIQ. but other state (not ap/tg) people can fill under S1A management quota cat b counselling of NTRUHS..
In current situation in India is it better not to be the front line warrior... And choose some good non clinical or safe branches like derma radio ?
