Nothing is 100% safe. I have lived in Thailand as a retired immigrant for about 10 years.
This year, for the first time in 10 years, I encountered a thief on the street late at night.
If I only look at the probability based on my experience, it is a very low probability, so it is true that Thailand is a safe country.
For your information, I have also lived in the US, UK, and Germany.
It is safer to walk late at night than there.
