The "Value" Proposition of Costco depends on who you are. if the membership can deliver $60 of "value" to you a year then its worth it for you . there is tangible and untangible value that they offer. If you are using Costco to "Save money" as compared to thier competitors then you have to do your research. The Value the offer generally is 1.Buying Bulk and Save 2.Offer products that arent available elsewhere 3.Loss leading on certain products (Roast Chickens and hotdogs) part of the Costco "Experience" is also the treasure hunt (rotation of items , discounting items and limited run items) a similar strategy deployed by Aldi to get you returning to thier store.

The costco beef mince is premium 10% fat, which is $15 ~$16 dollars in Coles and woolworths and aldi.
