When Paul says “all Israel” he is referring to the fact that all believing gentiles and believing Jews are Israel. He clears this confusion with the statement in the earlier chapter in Romans 9:6 when he says “It is not as though God’s word had failed. For not all who are descended from Israel are Israel.
