I will go with a high heat input to weld high carbon steel as it will help me to reduce the cooling rate, give more time for the hydrogen release and reduce the stresses, so help to eliminate three reason responsible for weld cracking.

A low HI process may assist in welding high carbon steel. but does that mean the weldability is Good?

High carbon steel's weldability is poor. So I Think there can be a mistake in the answers. Not notweldadble but yes poor welable.
