You can buy it from shop. There is a section in shop for buying career items like baits, bandit flag and so on.

There is no clue. We wasted our time too in searching for clue. There are different types of koi quests which triggers randomly. One of them is "Elemental Koi" where there are 5 koi's - Water, Earth, Fire, Wood & Metal. You should complete these 5 kois to unlock this last koi quest. You will have to wait for all koi to trigger. I think I posted 2 elemental koi so far. You can check. ^^
