The worst thing is nothing about this is surprising. The RFEF being like a boys club is spot on. Pedro Rocha was the economic vicepresident under Rubiales, so basically the best case scenario was that he was just incompetent instead of corrupt (that's basically his defense strategy, that he just didn't know what was going on with the money despite that supposedly being his job). He was chosen by the assembly because he was "more of the same" which is basically what most of the assembly members wanted.
It's also worth noting that the reason why he actually run unoposed is that you need too have a certain number of endorsements from the assembly members to run in the first place and no one managed to get them. This is where the problem really lies, this are "the boys club" that you need to get rid off in the first place to actully clean the RFEF.

Which was corrupted first FIFA or Spanish Football? FIFA and the IOC expect to be able to bring their massive shows to town, demand massive tax breaks, Public service support and concessions and expect Governments to ignore the gangsters running the sport. Every country with Massive value on TV rights has the same issue where individual, club, national and amateur interests cannot survive together and sadly I think it does fall to governments to manage that tension regardless of what FIFA or UEFA may feel about it.
