I have a donkey that I've had for years, she was brutally abused before I rescued her. The past few years with her has been hard, she was so scared and aggressive. After around four years, she quit her aggressive behavior and was just scared. That was around seven years ago and yesterday I was finally able to pet her. Similiarly pigeons bob their heads when they walk, but apparently if you tape a splint to their neck so it can't bob, they are unable to walk. There is nothing physically preventing them from walking, they just are so used to bobbing their heads they can't conceive walking without their head bobbing. I assume this is similar.
