the blue jacket guy is murayama yoshiki the leader of oya that leads part-time
while the blonde guy is named tsukasa a second year in oya
the black jacket guy is named fujio hanaoka a full-time leader

They actually gave him the same answer but in different way. Murayama answered him in a way, that would make him think whereas, Fujio answered Murayama’s question.

true leader in High and low universe was Tatsuya, he's cold headed, smart, unchangeable, can see clear, and choose to avoid dispute with Kohaku by leaving Mugen

So murayama is saying that leader isnt a one who decides his own limits after losing/failures, and leader must be at top position. And fujio is saying leader is the one who takes responsibilities and work with their fellow members rather than giving orders.
I understood what fujio said but i cant able to explain it in detailly.
