Too bad this "Resonator" was dismantiled after this. The Federation could use this against the Borg. Or the Daleks (if they ever invade the Star Trek universe).
I think it could work against the Daleks, since they definitely intend harm. Even though the Borg's actions are harmful, they probably think they are helping people.

versus the Daleks it's probably perfect, they may be machines, but their hatred is definitely expressed like an emotion. The Borg probably don't feel aggressive, what they do probably feels like a banal duty.

Bring them to their knees, look at them with pity, taste their salty tears as you pat their little heads. Romulan bee-otch loses all cred as a warrior. Now she's gotta wear a dress and bake cookies.
But she is more realistic as a villain than a Romulan villain because the Vulcans get lots of character development on this show and even on "DS9" and "Voyager." They were allies of the Federation but were at times arrogant much like the Allied Cardassians, who are more advanced than any of them.
So the Vulcan woman here thought that she and the other Isolationists would be able to take over Vulcan by her running around and shooting people with the Resonator's blasts? Worst case scenario, Starfleet and the Vulcan defense forces get snipers to shoot them from a distance. Also, most Vulcans were against the Isolationist terrorist group so they'd be ground down in the end.
For those who don't get it, the shaky camera is deliberate, to avoid copyright strikes. Videos of sufficiently low quality don't tend to get taken down. The intent was to keep the clip up.
As if a stationary camera recording a screen wasn't bad enough.
