RC means Radio/remote control......each car receives a signal on a slightly different frequency and the driver has a handset which transmits to a receiver in the car !
Probably Slot.It SCP2 or SCP3 controllers. Digital enables multiple cars per lane as opposed to one per lane with analogue cars. Digital cars have a chip onboard which triggers the lane changers around the track via a lane changer button on the controllers. Lane changers are very similar in concept to railway line 'points'. There are wireless and wired digital controllers.

Track length 220ft / 67m. Typical lap is 15-16 seconds for a decent race car in race conditions. Qualifying times typically in 14s.
