For so many years I thought this was the bad ending, like my little kid brain couldnt comprehend that was the ending. MML1 said to be continued but this just said The End. I was convinced that I must have missed something somewhere to unlock the good ending. 20 years later Im still pissed how this series was done dirty.
Plot Twist: By the time they finally got a working rocket going for them to save Megaman, they reach Elysium to find out he has become the new Father Unit. He is overjoyed by Roll coming to save him regardless, however he decides to remain on Elysium to help manage the Newly, slowly rising populace of Elysium (consisting of both New Units as well as older existing units they would discover to have been in Hibernation, unbeknownst to either Sera or Yuna's Knowledge), but only for a while, as he wants to return to earth once everything was stable and a newfound peace was formed between Elysium and Earth (Terra). Meanwhile, Yuna was able to return Matilda, Roll's mother, to her after a new body was made for Sera to control, allowing Yuna to return to hers. The Two worlds would coexist and gain knowledge from one another, and began to create a new society together, which may lead to a new possible Megaman era to begin. (I'll never drink coffee at midnight again.)
Too bad Roll and Tron are running out of time, with Elysium shut down the Old System and it's remnants are reactivating on Terra and that everyone will be in danger if they don't rescue Mega Man.
The ending is ironic when Data said "sorry Mega Man, looks like your stuck up there for a little while more". If only Roll and Tron listened to Data's idea maybe we would have our Mega Man Legends 3 by now after all Data knows everything there needs to do on the game. HAHAHAHA! Oh well.

After he quit, he was replaced by Jun Takeuchi. Jun Takeuchi cancelled the game, as well as Mega Man Universe. He's the guy we need to convince. I've been saying this all along. It's really simple. Kazuhiro Tsuchiya (Megaman 11 Producer) just came out and made a statement that theres a new Megaman game in development, plus capcom made a statement that "the brand will be around for the next ten years" Hopefully that means they're going to start making alot of megaman games in those 10 years starting now. Feeling more hopeful that Megaman Legends 3 somehow gets a revival from this news because it was the first Megaman game i ever played in my childhood.
Here's a fun idea. By the time they go get Mega Man, Roll and Tron have fallen for each other and become a couple. Despite this, they both still pine for Mega Man, thus solving the love triangle forever.

I think the struggle with this rocket ship is a metaphor for the development of Legends 3 - one stinkin' problem after another, with everyone in charge doing nothing but fighting with each other, and no resolution in sight. "We have to get this thing working so we can go get him", indeed.

Theres no dire need for a continuation aside from the fans undying love. I just hope the storyline continues well somehow...
