It said that this song has not only the meaning of dancing but the idea that in love/relationship, there's always one person that are "faster", and one that is "slower" (off-beat). The one who is faster is the one that falls in love first, "should've followed your tempo" means to be slower in being in love so 1,3,2 is a metaphor about dancing to the rhythm of that of being in a relationship but feeling in love strongly first causing to be ''offbeat' which causes that person to fall (get hurt).

This girl has been in this since she was 8 years old. Man, you should check out Sixteen too. There was a whole speech Jihyo said there (I think on the first episode) that made me cry.
