Not positive it is mandatory, but the FIRST step in a conquered city (assuming you mean to defend it) should be repair of Governor's residence, mayor's office, etc. Without those buildings intact, troops will not replenish - even if payed for!!! Same with barracks, ports, etc. Repair, then replenish!! You can delay repairs to cannon factory, entertainment, etc, but without an intact governor's building, replenishment will not occur (or at least only slowly).

with your units, especially in a city, you can drag same unit icons on top of each other to fill up the unit, basically a quick replenishment without spending the coin.
A view from 6 years later: If you were going to lose Flanders anyway, you might as well have "put it on the market". Shop around and see if anyone would be stupid enough to take it off your hands - maybe get some money, tech or a peace treaty. Note you could have done the same for East Prussia.
I really enjoyed this game because it was in one of the most insane parts of warfare history, the only one worse is early WW-I where almost same tactics as now were used... against heavy artillery and machine guns
Good commentary and all but your terrible at this game. You invade mainland Europe? Why? You can defend Britain with your superior navy and take all of north america and india....blockade the enemy trade routes, that literally run right next to britain, you can cut off all their trade lol I cant make it any further in this series.
