I think that's what they've been doing to try and keep the lava at bay. But they can only do it for so long. Mother nature is a powerful and relentless force sometimes.

They actually want to prevent the lava from reaching the nearby ocean as that would release toxic gasses into the air and make it even more difficult to reach the spot, so I guess the water option is out. Another thing to consider: water is 5-20 degrees C, lava is a few hundred. Would take a crazy amount of water to cool it down and anyone pouring the water would find themselves in a cloud of very hot steam and potentially boil alive... don't think it's an option.
