No it was only introduced during the most recent patch to make fights with backup enemies smoother when they come in. This run was the first I saw it and it caught me off guard too.
I thought that was only for Murder on the WARP Express or something, since I didn't see it during the event md grind or Line 4's Envy Peccatula fights (I may have only just beaten MOTWE a few days ago to be up to date for Canto 7)
Outis is on the better side of base IDs. Her stats are garbage (as are most base IDs), but her rolls are okay (9 rolling 3 coin S1 was the average til Ring Sang came along and said "lolno", 13 rolling S2 would be okay for a 00 ID, and her S3 is just good for an S3 in general). She absolutely can not compare with the objectively better LCB Heathcliff and LCB Hong Lu though. But I like to look at IDs in a vacuum first so I can evaluate them based on their own merit, THEN consider them in a team. I feel like doing this allows me to consider more IDs in general than just look at a few "best" IDs. I mean, I unironically run Hong Lu in my non-Gloom-Res Sinking Team since his rolls and damage are actually pretty decent. At the end of the day, the best place most base IDs go is on the bench, some of these Support Passives are GODLY.
