I797B approved with previous employer in 2017, it's never used, I am in India now, can it be used for current employer? Or any other employer in usa?
You should connect to your manager and legal/visa team at your employer. It can be transferred to new employer. (We are not professional advisors, and we are just sharing from the best of our knowledge.)

Approved i797A shouldn't have any issues with the H4 approval if everything is right.

You might need to leave US & come back again for change of status
Can a recruiter work with someone who has a i797B ? Can a candidate who sends B copy be submitted for a role ?
Before you proceed, check whether the person is in USA or outside & ask the reason for the not approval of i94 status/stay.

if you are a independent recruiter and working with some direct vendor by refferal you can ask but not sure it will work
