Finland is definitely easy to use there. Sometimes Mongolia is too. Depends which group overall dominates. Usually Germany or Great Britain

at this conquest, i don't see any aggressive movement from german, they pretty chill but once i get the key city like Moscow and London. German start to be aggressive, they start produce mass units .
