They were abandoned in an area where it's known they rescue animals.
If there's no other help people have to resort to these methods of finding homes for the baby's. It used to be like this in North America too. Don't judge others so harshly. You might be in the same situation one day too.

They were abandoned by their mom. Humans are selfish, they won't abandon cute puppies.... They either sell the puppies or pet them.... Unless he/she doesn't like pets....
