tbh I fell like pjj 1 movesets were better than now, yes pjj 2 look better and stuff but I fell they trying to go more to a pvp aspect where all the attacks are the same just different animation while it was originally more fun moves & cannons like ws disc literally giving you disc in ur inv and workign like in the anime, soft and wet bubbles catching projecttiles, basically moves were more fun, not pvp oriented even still working for pvp. I expected pjj 2 being a game with same movesets (not totally but being the same way) but looking better, with fixes and different stands. Kinda dissapointing the fact that they try to make a more pvp oriented game (it is not but it go more on that way than pjj1) when it's totally not made for it. Heck , only 1 stand can block and pvp features are not mush present.
I agree PJJ Movesets where better: non off the skills felt Dead and useless. it was less technical and more clear... Subfusions felt Impactfull and empowering Unlike Rightnow where its a Skill Or passive that u Might Not use.... Pjj2 Is focused more on pvp. I get what you mean but PJJ is just a relic lost to time like final stand these games could have kept going like blox fruits did but the owners gave up by choice now we have a former dev of that game working on this one and its still coming along better to have something than nothing

like other comments have said, having emperor at D is lowk criminal. Its passive skill buff is either equal to or greater then every other projectile buff (if the wiki is correct) and its Active skill is still a viable option from long range. I feel like its just as good if not better then manhattan because there is hardly any use for stealth in pvp

doesnt boy ii man's roshambo and jankens have different move pools? i was confused when you mentioned the more basic moves that janken steals instead of the special moves roshambo steals like the bastet's aoe trap, emperor's grab, and kc's time erase i do agree on the ranking though, the subfusion passive is situational since it doesnt apply to stuff that does no damage like timestop and invisibility, and you have to devote stats to special on the off chance you do end up fighting someone with those moves

Emp should at least be B tier cuz the damage increase is higher than Mahattan Transfer. The sub fusion move is bad I agree but that's not why you'd use Emperor in the first place. The World sub isn't worth A imho, somewhat of a mid B. Can be easily countered by Stand Jump since the more seconds you would have, the more wind up it would have.
man I got a s&w and stone free fusion (sf sub) and it's op. I can just put a ton of damages inside a bubble and bring someone straight to it having nothing to do but to lose half their HP . Only problem is that you may get hit by the bubble damage and the trap take time to set up

tusk passive is outdated, the projectile has to land now for the damage bonus
Yeah its being worked on this next patch but its still very solid plus if you cant hit your shots why even use a ranged stand
