Depends on your combat style, Polar Patriots has both the tenderizer and the purifier both of which are really good as well as the Verdict side arms so it probably has the widest range of stuff

I always recommend getting cutting edge purely for the stun grenades because they can provide so much utility, but getting either polar patriots or truth enforcers will give you access to better weapons.
